Background

RSI Europe signed a memorandum of understanding with Ukraine's The Fourth Law at Eurosatory on 18 June 2026 to establish a joint drone-production facility in Lithuania under the Build with Ukraine framework. The MoU provides Ukrainian citizens priority for production jobs, with The Fourth Law contributing AI and computer-vision technology and RSI Europe contributing its manufacturing infrastructure in Vilnius. The company is already delivering 9,500 Shpak FPV drones to an undisclosed NATO member state, with most airframes transferred to the Ukrainian Armed Forces.

RSI Europe was founded in April 2022 in Vilnius in direct response to Russia's full-scale invasion of Ukraine. The company initially built remote-initiated electronics (the RISE-1 family) before pivoting to FPV strike drones as quadcopters became the dominant tactical class in the conflict.
