Cybersecurity: Threats and Defences: Ten agencies name Beijing firm in hacksBackground
The National Police Agency is Japan's national police body, distinct from police agencies of the same name in other countries. It set up a Cyber Affairs Bureau and a National Cyber Unit on 1 April 2022 to investigate serious cybercrime.
Tokyo's police put their name to AA26-281A in October 2026, an allied advisory accusing Integrity Technology Group of helping state-backed Chinese hackers. With Japan's National Cybersecurity Office it published the Japanese release on 9 October, one day after the US release. That release named tools including SoftEther VPN, the MicroScan scanner and the office-cli Linux binary, and dated the indicators of compromise to January 2016.
The co-signature puts the agency alongside US, British, Australian, Canadian, New Zealand and Spanish agencies in public attribution of Chinese state-linked hacking.
Japan's police date the activity to 2016
The agency and Japan's National Cybersecurity Office published the Japanese release of AA26-281A on 9 October, a day after the US version, as co-signers among ten agencies from seven countries. Tokyo named Integrity Technology Group, a for-profit Beijing company, by its Chinese name.
The Japanese release listed tools including SoftEther VPN, a scanner called MicroScan and a Linux binary called office-cli, and said the indicators of compromise date back to January 2016. It said the advisory draws on several FBI criminal investigations into the company. Tokyo added that it will keep strengthening cooperation on cyber security with allies and like-minded countries.
