Background

Lancashire County Council is the upper-tier authority for the two-tier part of Lancashire, above 12 district councils, with its headquarters at County Hall in Preston. Blackpool and Blackburn with Darwen, inside the ceremonial county, run their own unitary councils outside its area.

Reform UK won 53 of the 84 seats in May 2025, the first time since 1974 that neither the Conservatives nor Labour had been the largest party on the council. Stephen Atkinson became leader on 22 May 2025. Under Reform the council moved in May 2026 to leave the UK Resettlement Scheme.
