Norwich is the cathedral city and county town of Norfolk in eastern England. Norwich City Council is a district council, sharing local services with Norfolk County Council.
In 2010 the city was briefly set to become a unitary authority. The High Court ruled against the process, and the Coalition government revoked the Norwich and Exeter orders under the Local Government Act 2010.
That reversal is the precedent most often raised when an English reorganisation collapses on legal grounds rather than through a change of policy. It also leaves the city's status tied to whatever settlement Norfolk as a whole eventually receives.

Norwich has been granted unitary status once before, and lost it. In 2010 the High Court found against the process behind the orders for Norwich and Exeter, and the incoming Coalition revoked both through the Local Government Act 2010.
On 7 September 2026 local government minister Jim McMahon withdrew the decisions covering Norfolk and three other counties after legal advice, so elections there next May will use existing boundaries. For the city, that keeps Norwich City Council in place as a district within Norfolk County Council's area, and adds a second reorganisation undone by its legal route rather than by a change of policy.
