Russia-Ukraine War 2026Background
Ihor Klymenko, Ukraine's Interior Minister, was the first name floated to replace sacked Defence Minister Mykhailo Fedorov in mid-July 2026, but turned the post down. Zelenskyy instead proposed him for the National Security and Defence Council secretary post, while the defence brief went to acting SBU chief Yevhen Khmara.
As Interior Minister, Klymenko has overseen Ukraine's police and internal security apparatus through the war. His name surfaced within hours of Fedorov's dismissal on 15 July, reflecting how thin Zelenskyy's bench of trusted, war-tested ministers has become as the reshuffle widened to include the Prime Minister's resignation.
Klymenko's move to the NSDC, if confirmed, would place him at the centre of Ukraine's top security-policy body rather than the ministry actually running the war effort, a distinction that matters given the internal command friction Fedorov cited as his reason for leaving.
