Forum Europe

Forum Europe organises the inaugural Sovereign Tech Europe (#EUTechSov26) conference at the Stanhope Hotel Brussels on 23 April 2026, convening 45 speakers from EU institutions, national ministries, cloud industry bodies, think-tanks and diplomatic missions. The day produces no binding declarations; it functions as a deliberative policy forum rather than a decision-making body. Notably absent from the programme are representatives from any European AI model company, including Mistral AI, Aleph Alpha or Cohere.

Forum Europe is an independent events and media organisation operating across the EU policy circuit, headquartered in Brussels with an office in London. Founded by Paul Adamson, who delivers the opening remarks at the sovereignty summit, the firm specialises in high-level policy conferences, working groups and published policy analysis aimed at Brussels-based institutions and the wider European public-affairs community.

The sovereignty conference draws the Commission (Henna Virkkunen's cabinet representative Xavier Coget), France's AI minister, the UK Ambassador to the EU, Japan's Deputy-Chief of Mission and a range of cloud and tech-policy stakeholders. The absence of European AI builders from the agenda draws immediate commentary, with the summit characterised as a gathering of regulators and policy intermediaries rather than the engineers who would execute the sovereignty agenda it debates.
