European Trade Union Confederation

Umbrella confederation of European national trade union organisations.

The ETUC called the EU's 29 June final adoption of the Digital Omnibus a collapse of the legal threshold on workplace AI-literacy training, not a drafting tidy-up, and renewed its call for dedicated AI-at-work legislation.

Background

The European Trade Union Confederation is the Brussels-based umbrella body for Europe's national trade unions, founded on 8 February 1973. It represents roughly 45 million workers through 94 national trade union confederations across 42 countries plus 10 European sectoral federations, giving it standing as the principal voice of organised labour in EU social and employment policy.

Esther Lynch has served as General Secretary since December 2022, with Wolfgang Katzian as President. The confederation's role puts it in regular opposition to employer groups such as BusinessEurope over how FAR EU worker-protection language should extend, most recently over how much of the AI Act's original workplace-rights text survives the bloc's simplification drive.

Digital Omnibus clash

ETUC calls the AI rewrite a collapse

When the Council of the European Union gave final adoption to the Digital Omnibus on 29 June, softening the binding employer duty to ensure staff understand workplace AI into a lesser duty to merely support that understanding, the ETUC called the change a collapse of a legal protection threshold and renewed its call for dedicated AI-at-work legislation. BusinessEurope read the identical text in the opposite direction, backing the softer wording as proportionate simplification for employers.

Germany's implementation has proceeded regardless of the ETUC's objection: the Bundestag and Bundesrat passed and approved their own national implementing law on 11 June and 10 July respectively, working within the diluted EU-level framework the confederation continues to contest.
