Background
The European Trade Union Confederation criticised the Council of the European Union's final adoption of the Digital Omnibus on 29 June 2026, calling the shift from a binding ensure duty to a softer support wording on workplace AI-literacy training a collapse of a legal protection threshold, and renewing its call for dedicated AI-at-work legislation .
Founded on 8 February 1973 and based in Brussels, the ETUC represents roughly 45 million workers through 94 national trade union confederations in 42 countries plus 10 European sectoral federations.
