Background
Ehsan Hosseinipour Hesarloo is an Iranian defendant who was a minor at the time of the alleged offence related to a fire at the Seyyed Al Shohada mosque in Pakdasht, Tehran Province. As of late April 2026, he and two other teenage co-defendants face imminent execution following a conviction that human rights organisations Hengaw and HRANA say was conducted without access to independent legal counsel.
All four defendants in the Pakdasht case — Hosseinipour Hesarloo, Matin Mohammadi, Erfan Amiri, and the adult Maryam Hodavand — were reported by Hengaw and HRANA to have been denied independent representation throughout proceedings. The UN Special Rapporteur on Iran has called for an immediate stay of execution and a fair retrial, citing violations of international standards on juvenile justice, including Article 37 of the UN Convention on the Rights of the Child, which Iran has ratified.
The execution of individuals for offences committed as minors is prohibited under international law. Iran is among a small number of states that continues the practice; Amnesty International has documented multiple such cases in recent years.
