Brest

Brest Oblast occupies the south-western corner of Belarus, sharing borders with both Poland to the west and Ukraine to the south. The city of Brest sits at the confluence of the Bug and Mukhavets rivers and is the site of the historic Brest Fortress, scene of fierce Soviet resistance in 1941. In June 2026 relay stations in the Brest and Homiel regions were identified as the infrastructure routing Russian drones against Zhytomyr, Rivne and Volyn oblasts. Zelenskyy's ultimatum of approximately 20 June demanded their dismantlement within one week, threatening strikes on Belarusian territory for the first time in the war.

Brest has a population of roughly 350,000 and functions as Belarus's principal western gateway, with major road and rail links crossing into Poland at the Terespol border point. The city handled significant freight transit before 2022; European sanctions on Belarus and Russia sharply curtailed that trade. Belarus and Russia formalised the Union State in 1999, and Lukashenko deepened military cooperation after mass protests in 2020 forced him to rely on Moscow's backing. Russian tactical nuclear weapons were redeployed to Belarusian territory in 2023 under a widely-reported agreement.

Brest's dual position on the Polish and Ukrainian borders gives it particular sensitivity: any Ukrainian strike in the region would occur within range of NATO-member Poland, raising immediate Article 5 questions. The relay stations in Brest represent a western node of what Kyiv describes as an integrated Russian-Belarusian strike corridor. Their elimination is also strategically significant for NATO, which has reinforced its eastern flank precisely in this region.
