Russians named in IRGC arms network
Iran Conflict 2026Background
Avratek OOO, a Moscow-based aviation-transport firm, had its finance head Mariya Selina and an employee, Vadim Druzhbin, designated by the US Treasury's OFAC on 15 July 2026 as part of a seven-node IRGC weapons-procurement network sanctioned under Executive Order 13382.
The designation is the first in this war's Iran arms track to name Russian nationals directly, following the earlier sanctioning of the Supreme Leader's Dubai financier Ali Ansari . Selina was described as a longtime procurement agent for Iran; Druzhbin as coordinating shipments.
Naming a specific firm's finance chief, rather than an anonymous intermediary, signals Washington holds transaction-level intelligence on the money flow behind Iran's drone procurement, positioning Avratek as the clearest documented link yet between Russian aviation logistics and IRGC arms supply.
