Hardline Iranian MPs Abootorabi and Nabavian are threatening an Article 77 constitutional complaint against the government over the Islamabad memorandum, the Ceasefire instrument Iran's Parliament, the Majlis, never ratified as a treaty. Their complaint would target the executive for binding Iran to a text Parliament never approved, rather than pursuing a withdrawal motion, since there is nothing on the parliamentary record to withdraw from.
The threat surfaced on 8 July, days after Parliament speaker Mohammad Bagher Ghalibaf publicly declared the memorandum violated by the United States. It gained practical weight on 18 July when Iran formally declared the Islamabad memorandum suspended, a step that closes the procedural route back to the arrangement without a fresh negotiation.
