Background

Al Ahmadi Governorate sits on Kuwait's southern coast and hosts a concentration of the country's oil and Energy infrastructure, including the Shuaiba power and desalination complex.

The Islamic Revolutionary Guard Corps struck Shuaiba, the governorate's power and desalination complex, on 17 July, setting several generating units alight. It was the second Kuwaiti desalination site hit inside two days, and it Left Kuwait's electricity ministry asking residents nationally to ration water and power.

That concentration of infrastructure is what put the governorate on the target list Iran's regular army, the Artesh, named on 16 July alongside strikes on Bahrain, part of a wider campaign against states hosting US forces.
