EuroHPC has put a value and a parts list on Luxembourg's AI supercomputer: 80 million euros, 252 liquid-cooled nodes, and 1,008 Nvidia accelerators supplied through Dell.

EuroHPC, the joint undertaking through which EU states pool their supercomputer procurement, has published a value of EUR 80,000,000 for MeluXina-AI, quoting a contract sum "for the acquisition, delivery, installation, and maintenance of the system" and funding half of it through the Digital Europe Programme 1. The same page names 252 liquid-cooled nodes carrying 1,008 Nvidia GB200 NVL4 accelerators, supplied by Dell Technologies as subcontractor to the Italian integrator E4 Computer Engineering. LuxProvide will run the machine, with installation from the autumn at Bissen and Bettembourg.

None of that appeared on the page when we covered the contract signing on 22 July . We got part of that reading wrong and the fuller record is worth stating plainly. Working from an announcement with no value and no hardware supplier, we concluded that an EU-funded AI machine would be assembled by a European integrator rather than bought as a turnkey system from an American vendor. E4 Computer Engineering is indeed European. Nvidia designed and built every accelerator in the machine, and Dell Technologies supplied the nodes they sit in.

That distinction between integrator and vendor holds in classical high-performance computing, where system design, interconnect, cooling and operations carry real value and sit with the European contractor. In an AI build the accelerator carries most of the bill, which is what makes the earlier framing too generous to the European share. Half of the 80 million euros comes from the EU line and Luxembourg carries the other 40 million, so national budgets, not the Brussels envelope, set the pace of the AI-factory build-out.

The EU's semiconductor market share sits at 9% against a 20% 2030 target , with roughly EUR 37.5bn of assumed leading-edge capacity cancelled or suspended since that target was set, a fabrication gap that EUR 80m of assembly funding cannot close, because the constraint is design IP and fab capacity, not procurement budget.

Nvidia's GB200-class accelerators have no European-designed equivalent in production, so any EU compute programme built for frontier-scale AI training in 2026 faces a binary choice: buy Nvidia, or build at a smaller scale on less capable silicon.
