The city commission of Lakeland, Florida voted 4-3 on Monday 3 August to pass a one-year moratorium on new large electrical users with projected peak demand of 50 MW or more1. One vote the other way and the pause would not exist.
Lakeland runs its own municipal electric utility, which is why the threshold is expressed in megawatts of peak demand rather than in square footage or land-use category. The city is both the planning authority and the power supplier, so it can define the objectionable customer by the load it draws rather than by the building it occupies. Counties without a municipal utility have to reach the same result through zoning, which is slower and easier to litigate.
Lakeland set its bar at half the level Montgomery County in Maryland used when it wrote a 25 MW zoning definition in July, and well under the hundreds of megawatts that describe the campuses drawing attention elsewhere in the US. A 50 MW ceiling catches modest facilities alongside the ones the commission presumably had in mind.
The pause expires in August 2027 without anyone voting again, which makes it a delay rather than a policy. Lakeland has a year to write something that outlasts it.
