Coastal and offshore is a wider brief than sheltered-water survey: it implies a hull rated for open sea state and an endurance envelope to match, which is a materially harder specification than a harbour or lake platform. Unlike the twelve underwater vehicles Belgium ordered four days earlier, this one is genuinely autonomous by designation, and unlike them it carries no consequence-of-error problem. A survey mission that fails simply gets run again. That asymmetry explains why survey work went uncrewed years before ordnance disposal did, and why the money keeps splitting the way it does: Britain funds three purpose-built mine-hunting motherships through the Ministry of Defence while a research fleet buys its autonomy one hull at a time off a public notice.
The timing deserves a caveat rather than a conclusion. Late July into early August is the European procurement lull, when large ministries are quiet and the buyers still publishing skew small and academic.
