Background

France convened emergency sessions within hours of the 28 February strikes. Secretary-General Guterres condemned the US-Israeli strikes as violations of international law. The Council adopted Resolution 2817, condemning Iran's Gulf attacks with 135 co-sponsors (the most in UN history) and passing 13-0-2 with Russia and China abstaining rather than vetoing. Russia's separate Ceasefire resolution failed 4-2-9.

The UN Security Council holds primary responsibility for international peace and security. Its five permanent members, the US, UK, France, Russia and China, each hold an unconditional veto. The Iran conflict has exposed the body's structural paralysis when a permanent member is itself the belligerent.

The Council's inability to address the underlying conflict, a permanent member conducting strikes without authorisation, mirrors the paralysis over Russia's invasion of Ukraine since 2022. In both cases the veto shields the aggressor from binding action, reducing the UNSC to a forum for condemnation without consequence.
