The UN Security Council adopted Resolution 2177 unanimously on 18 September 2014 at its 7268th meeting. It found that 'the unprecedented extent of the Ebola outbreak in Africa constitutes a threat to international peace and security', and urged states not to isolate the affected countries. The US said 130 countries co-sponsored it, the most ever, according to the UN press record.
The UN's operational response followed. The next day the Secretary-General established UNMEER, the first UN mission set up for a health emergency. Pledges rose sharply afterwards, but much of the money and the new treatment centres arrived after West Africa's case curve had already peaked.
For DR Congo's Bundibugyo outbreak, pledges reached about $3bn after Group of 20 talks hosted by Washington in New York on 23 September 2026, and Africa CDC says it will follow each one through to disbursement.
Resolution 2177 preceded a late funding wave
Twelve years after Resolution 2177, Group of 20 ministers meeting in New York on 23 September 2026 brought the Ebola pledges for DR Congo to about $3bn, with the United States giving $887m. The Security Council's unanimous vote on Resolution 2177 on 18 September 2014 had recast West Africa's Ebola outbreak as a threat to international peace and security.
Pledges after September 2014 rose quickly, but West Africa received much of the money and many treatment centres once its case curve had already turned down. The European Commission's $568m was the second-largest 2026 pledge, and Africa CDC said on 24 September it would track every pledge through to payment.
