Background

TANJONG PAGAR 1 is a Panama-flagged container ship (IMO 9404508, built 2007), not an oil tanker despite the name. It was blocked by OFAC on 14 July 2026 as part of the same action against Mohammad Hossein Shamkhani's shipping network that designated the VIRENT and roughly 28 other vessels alongside Iran's central bank, Bank Markazi.

Treasury named Singapore-based operator Sea Lead, together with Dubai's Volta Shipping Services LLC, as enabling the network to move licit and illicit cargo to and from Iran, including to the Iran-backed Houthis in Yemen.
