Background
Tampa is the largest city in the Tampa Bay metropolitan area with a population of approximately 400,000 city residents and 3.2 million in the wider metro. It is the seat of Hillsborough County, one of Florida's largest and most politically competitive counties. Tampa has been trending Democratic in recent election cycles, driven by demographic change and urban growth. The city hosted the 2024 Republican National Convention, the same convention that nominated the ticket now in power.
Tampa is a direct target of Governor Ron DeSantis's redistricting drive. DeSantis submitted the 24R-4D congressional map to the Florida Legislature on 27 April 2026 for Special Session D; it was signed into law on 4 May 2026. The map redraws Tampa's Florida 14th Congressional District, currently represented by Democratic Representative Kathy Castor, whose 18-year incumbency would be threatened by redrawing the district's voter base. The map drew a first legal challenge within hours of signature, citing Florida's Fair Districts amendments (2010). If the map survives litigation, Tampa becomes the most prominent Democratic constituency elimination in the 2026 cycle. The political irony is pointed: Tampa's convention hosted the party that is now actively seeking to eliminate its sole Democratic congressional representative.
