SPD

Germany's Social Democratic Party; junior Coalition partner in the Merz government from 2026.

The SPD voted Germany's StromVKG capacity law through the Bundestag on 9 July 2026, three months after its Environment Ministry threatened to block the gas-plant programme the law now funds with 11 GW of hydrogen-ready capacity.

Background

The SPD is the junior partner in Chancellor Friedrich Merz's Coalition with the CDU/CSU, and its ministers hold the Environment portfolio. That seat made the party the main internal check on the government's gas-plant programme. Its Environment Ministry threatened on 16 April 2026 to block the Economy Ministry's draft law, then the party voted for the StromVKG capacity law that funds the programme on 9 July.

Founded in 1863, the Sozialdemokratische Partei Deutschlands is Germany's oldest party still in existence. It sits on the centre-left and has supplied four POST-war chancellors: Willy Brandt, Helmut Schmidt, Gerhard Schröder and Olaf Scholz. Its programme joins workers' rights and social insurance with support for the move away from fossil fuels.

That mix produces the party's recurring energy dilemma. After the nuclear exit, Germany needs dispatchable plants to back up wind and solar, and new gas capacity is the government's answer. The SPD must weigh that security case against its climate commitments each time an energy law comes before the Coalition.

Key Issues
Capacity law

The SPD votes for gas backup

On 9 July the SPD and CDU/CSU carried the StromVKG through its final Bundestag plenary, against the AfD, The Greens and the Left. The law commissions 11 GW of hydrogen-ready gas capacity, with the first 9 GW tendered in two 4.5 GW rounds scheduled for 8 September and 22 December 2026. Committee stage lifted the bid ceiling 41%, from €173,000/MW to €244,000/MW.

For the SPD, the vote closes a dispute its own Environment Ministry opened in April over the same programme. The party now shares ownership of a surcharge on network charges of €1bn to €3bn a year from 2031. It also shares ownership of a bid ceiling raised to secure supply rather than to hold down cost.

Coalition dispute

Its veto threat ended within a month

On 16 April the SPD-led Environment Ministry threatened to block the Economy Ministry's draft law for a 10 GW auction of hydrogen-capable gas plants. The draft was three years into preparation, and the ministry demanded carve-outs for renewables as its price.

The threat did not hold. On 14 May Economy Minister Katherina Reiche confirmed that a 12 GW hydrogen-ready tender programme was agreed with the European Commission, with every unit running by 2031 and decarbonised by 2045. That confirmation ended the Coalition fight over the draft. As junior partner, the SPD could delay the programme from inside the government, but it did not stop it.
