Scottish Ministers are the statutory office-holders WHO collectively make decisions for the Scottish Government. Their authority rests on the Scotland Act 1998, which created Scotland’s devolved executive arrangements.
The office brings ministerial decisions into a single legal form across devolved functions. Individual ministers hold portfolios, but decisions and legal duties can be exercised by Scottish Ministers collectively.
Planning appeals illustrate that role. On 17 August, the Redheughs Avenue appeal was recalled for a Scottish Ministers decision rather than remaining with the planning authority.
