Philip J. Pierre has been prime minister of Saint Lucia since 2021. His government runs a citizenship-by-investment scheme, which Pierre puts at about 10% of the state's revenue.
That income now runs against an EU Deadline. Brunner's June 2026 letter told Saint Lucia, with Antigua and Barbuda, Dominica, Grenada and St Kitts and Nevis, to end its scheme by 1 June 2028, and asked for two vetting safeguards within three months. Pierre took the case to Brunner in New York on 24 September alongside his Antiguan counterpart Gaston Browne, WHO suggested a wind-down of 30 to 36 months. They left with no agreement.
Pierre's position rests on fiscal arithmetic: a tenth of revenue has to be replaced or defended before the 2028 date. Officials from both sides resume talks in October through a regional technical TEAM.
