St Kitts and Nevis is an Eastern Caribbean federation of two islands with its capital at Basseterre. It sells citizenship through a citizenship-by-investment scheme, which places it inside the European Union's review of Caribbean passport sales.
the Commission's June 2026 letter, signed by Commissioner Magnus Brunner, went to five governments: St Kitts and Nevis, Antigua and Barbuda, Dominica, Grenada and Saint Lucia. Each must close the scheme before 1 June 2028, and each was asked to install two vetting safeguards by September.
Basseterre took no part in the New York meeting of 24 September, at which two other leaders sought a gentler phase-out and got none. Because the EU Deadline is common to all five, any concession won by the regional technical TEAM in October talks would apply to St Kitts and Nevis as well.
