Nusa Penida is the largest island in Bali's Nusa cluster, south-east of the main island, and sits alongside Nusa Lembongan and Nusa Ceningan within Klungkung Regency. Visitors reach it only by boat, mostly on day trips from Bali, which makes its harbours the single point of entry.
Since 1 September 2026 foreign visitors pay a charge set by the regency under Regional Regulation 4/2026: 25,000 rupiah for adults and 15,000 rupiah for children, collected at the harbours. The regency announced the charge on 12 August in a statement datelined Nusa Penida and framed it as a governance measure rather than a toll.
Collection and enforcement happen on the island rather than at the regency seat. Klungkung sets the rule; Nusa Penida's harbours carry it out.

For arrivals at the island's harbours, the bill since 1 September has been 25,000 rupiah per foreign adult and 15,000 per foreign child, under a Klungkung Regency rule (Regional Regulation 4/2026) announced on 12 August in a statement datelined Nusa Penida. The regency's tourism office head described it as a measure for tourism governance, service quality and regional development.
The island has no airport, so every visitor arrives by boat, and the regency collects the charge itself at the harbours. That avoids checks it could not staff across three islands. By 30 September a new gate on the island had doubled takings.
