Background

The Milicias de Tropas Territoriales (MTT) was one of four organisations the US State Department designated on 13 July 2026 under Executive Order 14404 in the 'instruments of repression' cluster of that day's ten-entity wave, the largest single-day batch of the campaign since the 18 May designations.

The MTT is a part-time civilian militia operating under Cuba's Ministry of the Revolutionary Armed Forces (MINFAR). It was designated alongside the Association of Combatants of the Cuban Revolution and the Rapid Response Brigades, both also framed by the State Department as instruments used to suppress dissent rather than purely defensive bodies.

The designation came two days after Secretary Rubio's 11 July statement marking the five-year anniversary of the 11J 2021 protest crackdown, in which he invoked 'every tool at our disposal', tying the wave explicitly to the anniversary rather than to a single new incident.
