On 13 July 2026 the US State Department placed the Milicias de Tropas Territoriales (MTT) in the 'instruments of repression' cluster of its ten-entity wave, issued under Executive Order 14404 and the campaign's busiest single day since 18 May; MTT was one of four organisations named in that cluster.
The MTT is a part-time civilian militia operating under Cuba's Ministry of the Revolutionary Armed Forces (MINFAR). Two other bodies shared the cluster with it, the Association of Combatants of the Cuban Revolution, together with the Rapid Response Brigades; the State Department framed all three as instruments used to suppress dissent, not purely defensive organisations.
The designation came two days after Secretary Rubio's 11 July statement marking the five-year anniversary of the 11J 2021 protest crackdown, in which he invoked 'every tool at our disposal', tying the wave explicitly to the anniversary rather than to a single new incident.
