Missile and artillery procurement for Russia's ground forces runs through the Main Missile and Artillery Directorate, the most senior of the 21 Russian, Chinese, Malaysian, Taiwanese and North Korean names the State Department listed on 4 August as Public Notice 13090, an Iran, North Korea and Syria Nonproliferation Act sanction for Weapons of Mass Destruction or missile-related transfers dated back to 24 July .
Unlike most names on the list, the directorate sits inside a state military structure rather than a private firm, and the notice ties the wider procurement chain, in part, to Iranian transfers without specifying what implicated the directorate itself.
