INE, the Instituto Nacional de Estadistica, is Spain's national statistics institute, producing the country's official demographic, economic and social data. In the short-let debate it is the source for the experimental tourist-dwelling statistic, derived from web-scraping the major platforms twice a year to track live listings rather than licences held.
That methodology captures compliance pressure directly, hosts delisting rather than merely holding an unused licence, but it also carries discontinuities: TripAdvisor's exit from the tracking panel affected year-on-year comparability in the November 2025 cut, meaning part of the recorded fall may reflect the panel change rather than genuine supply reduction.
Beyond the tourist-dwelling series, INE produces the CPI, the Census, the Active Population Survey and the Continuous Municipal Register, data that underpin Spain's wider housing-policy debates on foreclosures, rental prices and non-resident buyer premiums.
INE's count tracks the contraction
INE's twice-yearly web-scraped count logged 329,764 tourist dwellings in November 2025, down 12.4% year on year, the sharpest fall since the series began, as the national registration number and a neighbours'-committee veto operated together for six months.
Its own May 2026 reading already showed the contraction reversing, up 3.4% to 341,001 units, before the Tribunal Supremo had even ruled. INE's next snapshot, due around November 2026, becomes the clean read on whether STS 620/2026 undid a fall its own data had just proved was working.
