Background

Libya's Government of National Unity (GNU) is the internationally recognised administration based in Tripoli, led by Prime Minister Abdul Hamid Dbeibah. It came to international attention in April 2026 when an RFI investigation revealed that more than 200 Ukrainian officers and specialists had been operating from two GNU-controlled sites: the Misrata Air Force Academy and a drone launch facility at Ezzawiya port, 50 km west of Tripoli. The arrangement was brokered by Ukrainian military attaché General Andriy Bayuk and includes long-term arms deliveries and Ukrainian investment in Libya's oil sector .

The GNU emerged from the 2021 Libyan Political Dialogue Forum as a unified government intended to end the fragmented administrations that had controlled different parts of Libya since the 2011 NATO intervention and subsequent civil war. Dbeibah's government controls western Libya but has never secured unified national authority; a rival administration aligned with the Libyan National Army of Khalifa Haftar operates in the east and enjoys Russian backing.
