The Gasspeicherfuellstandsverordnung (GasSpFuellstV) is a German cabinet ordinance, approved 30 April 2025 and in force from 5 May 2025 to 31 March 2027. It cut the prior 1 November filling target for most cavern storage facilities from 90% to 80%, while six named pore-storage sites, Bad Lauchstaedt, Frankenthal, Haehnlein, Rehden, Stockstadt and Uelsen, carry a reduced 45% target instead; four Bavarian facilities, Bierwang, Breitbrunn, Inzenham-West and Wolfersberg, are specifically exempted from that reduction and must meet the standard 80% figure.
It is a purely national instrument, distinct from and lower than the EU's own bloc-level target: Regulation (EU) 2025/1733, adopted 18 July 2025 and in force from 11 September 2025, keeps the EU target at 90% but uses a 1 October to 1 December window rather than a fixed 1 November Deadline, and treats the intermediate trajectory as indicative rather than binding.
It sets Germany's toughest fill target
The Gasspeicherfuellstandsverordnung was approved by Germany's cabinet on 30 April 2025, entered force on 5 May 2025 and runs to 31 March 2027, cutting the country's own 1 November fill requirement for most cavern sites from 90% to 80%. Six named pore-storage sites, Bad Lauchstaedt, Frankenthal, Haehnlein, Rehden, Stockstadt and Uelsen, carry a reduced 45% target instead.
As of 29 July 2026, Germany's caverns were tracking toward just 58.5% by 1 November at the prevailing injection pace, short even of the ordinance's own reduced target, the clearest sign yet that its 2025 downgrade has not been enough to guarantee compliance.
