Dongying

Dongying, a port city in Shandong Province, eastern China, became a documented destination for diverted Iranian crude tankers in April 2026. The tanker PING SHUN was diverted mid-transit from Vadinar in India to Dongying earlier in April, a routing signal that Indian buyers were pulling away from GL-U-covered cargoes ahead of the 19 April lapse of the US OFAC General License U.

Dongying is the administrative centre of an important oil production area around the Shengli Oil Field, one of China's largest onshore oil reserves, operated by Sinopec. The city's port infrastructure handles significant petroleum cargo volumes and is connected to the refinery and storage network in Shandong Province, which is China's most active independent refinery hub — commonly called "teapot refineries". Iranian crude diverted from Western-adjacent buyers typically flows through Shandong ports.

The PING SHUN diversion to Dongying illustrates the structural mechanics of Iranian oil sanctions: US-jurisdiction exposure makes Indian buyers retreat; Chinese buyers absorb the cargo at a discount; Shandong's independent refiners are the end buyers. Dongying is a node in that supply chain that absorbs cargoes when Western-adjacent buyers step back.
