The Register of Damage for Ukraine opened its final four categories for individual claims on 8 September and its last three legal-entity categories on 10 September, completing the claims architecture it was built to hold. Claims must concern damage inside Ukraine's internationally recognised borders since 24 February 2022.
A register records losses. It does not pay them, and the compensation Commission that would sit above it has not been established. Every claim filed now waits on a body nobody has created, and on money nobody has agreed to release.
The legal track kept moving through the summer while the political one stalled, and the EU needed Slovakia to drop a hold-out before its 21st sanctions package cleared in July . Ukraine is fixing filing deadlines and evidence standards now, four and a half years in, because the alternative is losing the evidence while the shooting continues.
