A fresh data pull would show only the current state; the change log shows who moved what, and when.

The log earns its value from timing. The Pentagon created the Overseas Operations category on 26 July and, on its own published dates, applied it from 7 July, the day the War Powers notification reached Congress . Days before that it had cut and then restored the toll, returning to 18 deaths and 624 wounded . Dating each edit against the War Powers notification is the evidentiary basis any future litigation over the 60-day clock would need, and totals alone cannot supply it.

The department has a fortnight to hand over the audit trail or to claim an exemption, and the deadline falls inside the congressional recess, which offers a low-cost route to a partial response with no hearing to answer to. A refusal on controlled-unclassified grounds would carry its own admission: that the Pentagon treats a public casualty register as a document it may withhold.
