As the top Democrat on the full House Oversight Committee, Robert Garcia carries the authority to compel executive-branch record production across the whole federal government, not just the military. He put that weight behind a 4 August 2026 letter, co-signed with Suhas Subramanyam, that gave the Pentagon until 18 August to produce a full change log for how the Defense Casualty Analysis System reclassified Operation Epic Fury casualties under a new Overseas Operations heading .

What is being audited is the Pentagon's own 26 July recategorisation, backdated to 7 July, the date the War Powers notification reached Congress; the log Garcia and Subramanyam want would show whether that backdating was record-keeping housekeeping or something designed to blur the 60-day War Powers clock.

Nothing beyond this one letter is on the public record for Garcia's role in the Iran file. His leverage comes from committee rank rather than subject expertise: if the Pentagon ignores the Deadline, a full-committee ranking member can escalate to subpoena in a way a subcommittee member cannot act on alone.
