An African plant still needs the technology transfer and sample access that the stalled PABS annex is meant to guarantee, so the money approved by GAVI and the deadlock in Geneva are two ends of one problem. Africa can now finance the plant; what it lacks is the legal right to make and keep what comes out of it.
