Mistral AI announced on 8 September 2026 that it has closed a EUR 3 billion Series D at a post-money valuation above EUR 21 billion, with the Grand Duchy of Luxembourg buying in as a new investor. 1 Samsung Electronics led. Scaleup Europe Fund, managed by EQT, and PSG Equity co-led. Advent and funds and accounts managed by BlackRock joined Luxembourg as the other new investors, while ASML, Nvidia, Bpifrance, BNP Paribas CIB, Eurazeo, Index Ventures, Lightspeed, Salesforce Ventures, Korelya Capital, General Catalyst, Andreessen Horowitz and DST Global all came back in. Mistral has not disclosed per-investor amounts. 2
Mistral is the Paris company European buyers reach for when they want a frontier artificial intelligence (AI) model sourced outside the United States, and it ships open weights rather than a closed API. The round closed above the roughly EUR 20bn valuation being discussed when the raise was first reported in June , and above the up-to-EUR-1bn anchor Samsung was reported in July to be weighing . It also closed into a bad month. European tech venture funding in August came to EUR 3.2 billion across 165 rounds, down 63% by value from July's EUR 8.6 billion across 267 rounds, and the whole of Europe's AI sector raised EUR 677.1 million across the month. Mistral's single round comes to 4.4 times that sector total. 3
Read one way, the round delivers what European sovereignty policy has been asking for: foreign capital flowing into a French company at a European valuation, headquarters in Paris, weights open, and a member state holding equity rather than writing a grant. European states have been buying AI equity since the spring. Britain's Sovereign AI Unit launched in April with up to GBP 500 million and has taken five stakes since , , one of them alongside the Dutch state vehicle Invest-NL . What differs here is the form of the entry rather than the fact of it. The UK and Dutch stakes appear through a named vehicle; Mistral's announcement lists the investor as "The Grand Duchy of Luxembourg".
Read the other way, the disclosed terms describe an outward-running dependency. Samsung Electronics led from South Korea. PSG Equity, Advent and BlackRock came in from the United States. Luxembourg and EQT's Scaleup Europe Fund carry the European end of the lead and new-investor group. Luxembourg also co-funds EuroHPC's MeluXina-AI build , which puts one small member state on both sides of a procurement it may later have to run: funder of the compute, and shareholder in the model company that compute is meant to serve. Nothing in what Mistral has published settles between the two readings.
