The EuroHPC Joint Undertaking, the EU body that funds and procures Europe's public supercomputers, announced on 31 August 2026 that it has signed a EUR 387.8 million contract with the supercomputer builder Bull to deploy the LUMI-AI system at the data centre of CSC, Finland's national computing centre, in Kajaani. 1
LUMI-AI runs AMD Instinct MI430X accelerators and sixth-generation AMD EPYC 256-core processors, targets roughly ten times the artificial intelligence (AI) capacity of the existing LUMI machine, and is due in service in 2027. EuroHPC pays half the cost from the DEP (Digital Europe Programme, the EU fund that co-finances digital infrastructure projects). The LUMI AI Factory consortium of Finland, Czechia, Denmark, Estonia, Norway and Poland pays the other half. 2
Set that against MeluXina-AI in Luxembourg, whose 1,008 Nvidia GB200 NVL4 accelerators EuroHPC disclosed at the start of August . Both machines carry the AI Factory badge, both are built with European public money on European soil, and both do their arithmetic on parts designed in California. Sovereignty in these two builds means funding and siting. It does not extend to the accelerator.
The exposure that creates is to a jurisdiction rather than to a supplier. AMD and Nvidia are different companies with different roadmaps, but an export-control decision taken in Washington reaches both at once, which is what makes the two-vendor split thinner protection than it looks. LUMI-AI is contracted rather than delivered, and 2027 is far enough out that the accelerator line could still move.
