Arriving at an interim committee without the answer means the sponsors are still assembling a Coalition rather than testing language. Every regional transmission organisation in the country filed the same warning with federal regulators last month, and a legislative pause is one of the few levers a state holds when the grid problem sits above its head.
Interim committees exist to prepare legislation for the next session, so the sponsors have used the slot to test appetite rather than to move a text. Two of four sponsors turning up is the other signal worth noting.
