One firm shows what the software layer does. Avengers Labs trains on a five million-frame battlefield dataset and identifies 70 per cent of enemy equipment in DELTA video streams at 2.2 seconds an item. Recognition at that rate turns reconnaissance footage into targeting data without a human watching every frame, and it is the reason a small drone with a cheap camera now performs work that once needed a crewed aircraft.

The European Commission disbursed EUR 3.47 billion to Kyiv on 30 July under the defence window of the EUR 90 billion Ukraine Support Loan, covering part of a product schedule that includes long-range jet-powered drones, and expects EUR 28.3 billion of 2026 support to reach Ukraine's defence industry 2. European money therefore pays for a large part of the production base behind those fielded systems, a base whose output has already been proved in combat at a scale European trials have only sampled , while the Union works out how to buy for itself.

The dependency runs both ways, and neither side controls it fully. Ukrainian producers need the disbursements to hold their volume; European buyers need Ukrainian iteration speed to know what to specify. Nothing in either arrangement fixes the shortfall between 200 companies and 46 listed products, and that shortfall is what stands between a wartime industrial base and an export sector.
