Why did Maryland try to redraw congressional maps in 2026?
Background
Wes Moore is Maryland's governor and one of the Democratic Party's most prominent younger figures. His mid-decade redistricting plan, designed to redraw congressional boundaries in Democrats' favour ahead of the 2026 elections, died in committee on 14 April 2026 as the Maryland Senate session ended without a vote, blocking the push.
Moore was elected in 2022 as Maryland's first Black governor, defeating Republican Dan Cox by a 32-point margin. Before entering politics he served as a US Army Ranger, worked in finance, and became a bestselling author. His governorship has focused on economic development, education investment, and criminal-justice reform. The redistricting attempt was his most explicitly partisan federal intervention to date, and its failure keeps Maryland's current map intact through 2026.
The collapse of the map plan limits Democratic options for House seat gains in Maryland. It also raises questions about how aggressively Moore will pursue partisan redistricting in future sessions and whether the defeat affects his national profile as a potential future presidential contender.
