Bulgaria secured the removal of Vagit Alekperov, founder of Russian oil major Lukoil, from the EU's 21st sanctions package, citing Lukoil's EUR 3bn compensation claim over the 2023 nationalisation of the Neftohim Burgas refinery.
Alekperov built Lukoil into one of Russia's largest oil producers and remained closely associated with the company after formally stepping back from day-to-day leadership.
