2026 FIFA World CupBackground
Renée Good, 37, was shot and killed by ICE agent Jonathan Ross in Minneapolis on 7 January 2026 as her vehicle passed him during Operation Metro Surge. Her death became the first of two civilian killings by federal immigration enforcement officers in Minneapolis within three weeks.
Good's killing prompted immediate protests in Minneapolis. On 24 January 2026, Alex Pretti, 37, a Veterans Affairs nurse, was shot and killed by two CBP officers while protesting her death. The two killings together placed Minneapolis at the centre of a national debate about federal immigration enforcement tactics and civilian safety. Minnesota and Hennepin County subsequently sued the Trump administration for withholding evidence from the investigation into Pretti's death; the federal probe into Good's killing was described by NPR in April as 'elusive' more than three months on.
Good's death has a direct connection to the 2026 FIFA World Cup: her killing and its aftermath are the central events that led UNITE HERE Local 11 and other labour groups to demand an ICE moratorium across all host cities. France's official travel advisory issued in April 2026 cited protest violence in Minneapolis involving ICE and security authorities — naming the host city explicitly — in direct reference to the sequence of events that began with Good's death.
