Background
Jonathan Ross is a US Immigration and Customs Enforcement (ICE) agent who shot and killed Renée Good, 37, in Minneapolis on 7 January 2026 as her vehicle passed him during Operation Metro Surge. The killing was the first of two civilian deaths involving federal enforcement officers in Minneapolis within three weeks.
As of April 2026, NPR reported that the federal investigation into the killing remained 'elusive' more than three months on, with no charges publicly announced. Ross remained an active federal agent as far as was publicly known.
Good's killing triggered protests that led to the death of Alex Pretti, shot by CBP officers on 24 January. Minnesota and Hennepin County subsequently sued the Trump administration for withholding evidence from the Pretti investigation. The two killings together are the primary context for calls by labour unions and safety advocates for an ICE moratorium across all 2026 World Cup host cities.
