Project Jupiter

Project Jupiter is a hyperscale AI data-centre campus that Oracle and OpenAI are building at Santa Teresa in Doña Ana County, part of the wider Stargate build-out. Construction, which began in September 2025, kept advancing through July even as New Mexico's Land Commissioner rejected the gas pipeline meant to power it for a second time.

At roughly 1,400 acres, big enough to swallow New York's Central Park, the campus is designed to draw up to 2.5 gigawatts, more than half of New Mexico's total generating capacity, from a behind-the-meter microgrid rather than the public grid. Oracle and OpenAI's development partners, BorderPlex Digital Assets and Stack Infrastructure, are targeting initial operations in the fourth quarter of 2026; by spring the site already had over 1,200 construction workers.

Jupiter's split between granted land-use consent and blocked fuel supply has become a template for how US states are separating data-centre approval from power approval. Its progress, or lack of it, is a bellwether for the wider Stargate programme's ability to actually energise the capacity it has announced.
