Plymouth Harbour is a large natural harbour on the south-west coast of England, in Devon, one of the country's most historically significant ports and the site of HMNB Devonport, the Royal Navy's largest base in western Europe. Its sheltered water, established maritime infrastructure and proximity to open Atlantic approaches make it well suited to vessel trials of all kinds.
In 2026 the harbour became the first location named under the UK Maritime and Coastguard Agency's regulatory pathway for uncrewed vessel trials, a designation that reflects both its naval infrastructure and its long-standing role in Royal Navy procurement and testing.
