Background
The National Anti-Corruption Bureau of Ukraine (NABU) is reportedly investigating Fire Point, the consortium that manufactures Ukraine's Flamingo cruise missile, per a CEPA report published in April 2026. The investigation, if confirmed, would bring scrutiny to Ukraine's domestic long-range strike programme at a moment when only nine Flamingos have been fired in six months.
NABU was established in 2015 as part of Ukraine's post-Maidan anti-corruption reform package, designed as an independent body insulated from the influence of the prosecutor general's office and the Security Service of Ukraine (SBU). It focuses on high-level corruption cases involving public officials and state-connected enterprises. Ukraine's defence procurement sector has been a recurring focus of anti-corruption work, given the scale of wartime spending and the speed with which new contracts are awarded.
NABU has previously pursued cases against defence ministry officials and contractors. Its inclusion in the Fire Point investigation would reflect a broader pattern of anti-corruption enforcement continuing alongside the war effort, a priority Ukraine has maintained partly in response to EU and US conditionality on aid disbursements that requires demonstrable anti-corruption progress.
