Leon County Circuit Court

Leon County Circuit Court is the Florida state trial court in Tallahassee with jurisdiction over challenges to state government action. It is currently the venue for the consolidated Fair Districts Amendment challenges to Florida's 24R-4D congressional map, heard by Judge Joshua Hawkes on 15 and 16 May 2026. As the Second Judicial Circuit's court of first instance, it is the first forum in which any injunction against the map could be issued before Florida's candidate qualifying window opens on 8 June 2026.

Leon County Circuit Court is the standard venue for constitutional challenges to acts of the Florida Legislature. Tallahassee's location as the state capital means the court regularly adjudicates redistricting, public records, and administrative law disputes. The Fair Districts consolidation follows established practice: multiple plaintiffs with related claims are assigned to a single judge to avoid inconsistent rulings.

The court's role in the 2026 cycle extends beyond the immediate map challenge. Any ruling by Hawkes — for or against the plaintiffs — will immediately be appealed to the First District Court of Appeal, with a possible further appeal to the Florida Supreme Court.
