Klaus Mueller has led the Bundesnetzagentur, Germany's federal regulator for energy, telecoms, post and rail networks, since 1 March 2022. Before that he spent sixteen years in consumer advocacy: running the North Rhine-Westphalia consumer centre from 2006, then the national federation, vzbv, from 2014. He trained as an economist at Kiel University and served earlier in his career as a Green politician in the Bundestag and the Schleswig-Holstein state Parliament.
As Bundesnetzagentur president, Mueller is the national authority for gas security of supply, a role that put him at the centre of Germany's 2022 storage crisis and now places him at the centre of the country's transition to a capacity market designed to keep dispatchable gas plants available as coal and nuclear exit the grid.
His significance lies in the regulator's gatekeeping power: Bundesnetzagentur decisions set the terms on which Germany's energy, telecoms and rail networks operate, giving Mueller direct influence over how fast and how cautiously Germany moves on politically sensitive infrastructure questions.
