Background
Kasese District lies in western Uganda at the base of the Rwenzori Mountains, directly on the border with DR Congo. It became operationally significant in the 2026 Bundibugyo ebolavirus PHEIC when Uganda deployed a mobile laboratory to Bwera Hospital — the district's DRC-border health facility — to handle sample processing without the delay of transport to Kampala.
Kasese is the entry point for significant cross-border trade and population movement between Uganda and eastern DRC, including from Ituri Province. During Uganda's 2022 Sudan ebolavirus outbreak, Kasese district was designated a high-risk border surveillance zone and the same protocols were reactivated in May 2026. The district's proximity to the DRC border makes Bwera Hospital the front line for screening travellers and contacts of the Kampala index case.
The mobile laboratory deployment at Bwera represents Uganda's operationalised institutional memory from managing the 2022 Sudan Ebola outbreak, in which rapid border-zone diagnostics were credited with accelerating case-finding and contact tracing.
