Background

Henry Cuellar is the Democratic US Representative for Texas's 28th congressional district, covering Laredo and the US-Mexico border. He was one of three Democrats — alongside Juan Vargas and Greg Landsman — who flipped from opposing the 12 April Iran War Powers Resolution to supporting the 16 April version, helping narrow the defeat to 213-214.

Born on 19 September 1955, Cuellar holds degrees from Georgetown University, the University of Texas, and the Naval War College. He served 14 years in the Texas House of Representatives (1987-2001) and briefly as Texas Secretary of State in 2001 before winning his congressional seat in 2004 by 58 votes over incumbent Ciro Rodriguez. He is consistently ranked among the most conservative House Democrats: he opposes abortion rights, supported Kate's Law and hardline immigration measures, and voted with Republicans on several economic and social issues. In May 2024, Cuellar and his wife were indicted on federal charges of money laundering, bribery, and conspiracy, allegedly accepting nearly $600,000 from the Azerbaijani government and a Mexican commercial bank to influence US policy. Trump pardoned both in December 2025 before the case went to trial.

Cuellar's WPR flip is the most politically complex of the three defectors. His Trump pardon creates a political debt to the administration he then voted against on the WPR; his border-district constituency has direct economic exposure to the oil price volatility produced by the Iran conflict. His vote signals that the 60-day constituency has broadened beyond progressive and centrist urban Democrats to include even a pardoned conservative Democrat in a Trump-adjacent border district.
