Saudi Arabia's package of 31 services for Premium Residency holders, announced on 22 September 2026, lets them register directly with employers through GOSI and use Hadaf workforce incentives. It follows June's rule that holders obtain separate work permits through the Qiwa Labour platform before taking a job.
GOSI was established on 15 November 1969 and its law took effect in February 1973. It covers private-sector workers and, since a Council of Ministers decision of 15 June 2021 merged the Public Pension Agency into it, civil and military government employees too. It runs retirement pensions, occupational-hazard cover and unemployment compensation.
The Minister of Finance chairs its board, and it is based in Riyadh. Registration with GOSI puts premium residents into the same social-insurance system as every other worker in the kingdom.
